I think my orange pi 4g is died, I've killed with 3.3v serial port :|
now neither the flasher identifies the board

Really?
Should not have affected it with that voltage.

Before death Could you make the modem work?

3.3V is high. I use voltage divider, this CPU is 1.65V.

even my desktop PC USB port is died, I killed both front usb2 port  :|
my usb2 ->  rs232 dongle has 5v and 3.3v output as well, so after the unsuccessfull phase, when I connected RX/TX + GND, tried to connect the 3.3v vcc as well from the dongle, that was when it killed both the board, and the usb2 port
and no, not even a bit arrived from the port before I slaughtered my board...

my 4G-IOT don't support LTE bands ,I am in china,At present, manufacturers say that Linux has no way to support modems.
I want to know if you have any solutions?

how to increase root partition size, with default of this we cant even python or gcc.

or how to change default /dev/root into sdcard .

Now with Mainline Kernel 5.2 , Can linux work with this board ?
I've heard that there are new mali drivers...

Says that the new lima drivers support the Mali T720 !
From another source I've heard that it's not but will be soon.

Also I've heard that the hdmi bugs have been fixed...

So did someone tested the kernel 5.2 ?
