You can install both:

sudo apt-get install vino vinagre

or server:

sudo apt-get install vino

or client:

sudo apt-get install vinagre

On my op i have both, because i usually connet to it from windows, and sometimes i use it to menage my mini-itx board (linux based).

If you want to to manage a windows machine, you have to config the windows remote desktop or install vnc server on it, and use vinagre from your op

Try first with

sudo apt-get update

and report the error.

Ubuntu Mate should be ubuntu 14 or 15.

in ARMBian i run these commands
sudo apt-get purge vnc4server
sudo apt-get purge tightvnc
sudo apt-get purge xrdp

sudo apt-get install tightvncserver
sudo apt-get install xrdp

after this run windows remote desktop and connect to IP address.
