Of course it can be done, there are plenty of tutorials and information all around the Internet on how to run a Linux - machine as a custom DIY-router. At a minimum you need a WiFi-adapter that supports running in AP-mode, then you need to configure hostapd, enable forwarding in kernel and setup rules.

I would try the openWRT image.
I just got my OPI PC at the last weekend and will do some test with over the week.
So far as I can see there are some packages not been build, so that a usb->wifi adapter would not work (kmod-usb-core and others). But I have a closer look ;)
