non stop RDAWLAN_ERR after login to 2G-IOT ubuntu

I have 2 2G-IOT and I'm using the latest image OrangePi_2G-iot_ubuntu_xenial_server_linux3.10.62_v0.0.4
I'm using the same power and USB cable for both device I own.1 of them work just fine. but the problematic one will show the error below after login via TTL

is this a hardware error ?
