With ARMBIAN image, arm cores run at up to 1.3Ghz. It will however quickly throttle down to 900-1000Mhz due to excessive heat.

Numbers can fool you if you don't understand them. 1.6Ghz is overclocked speed (used for marketing) which throttle down even faster resulting in a poorer overall performance. Armbian runs on lower speed ... and faster, cooler and consume less energy. We made a waste amount of tests to find those settings. Board makers never go this far.

H3 version is little more supported than H5 at the moment but things changing quickly.

Yes, but only in theory. Software support makes those chips usable. For H5 is poor at the moment ... no support in any game emulating platform AFAIK.
