You do not need a Linux PC to do it. Just download sunxi-tools:

git clone https://github.com/linux-sunxi/sunxi-tools

cd sunxi-tools
Compile it:

make

After then in sunxi-tools dir you will have fex2bin.

Regards.

Hi,

On Windows PC, you can use virtualization to run linux.
Or just use raspbian orange pi pc.

I also found a version for Windows, but its not tested by me.
You can download the necessary files from here: https://github.com/OLIMEX/OLINUX ... n-convertor-windows

If that does not work send me the fex file and I'll send you a bin Email: piotrpietruszka(@)jmdi.pl
