No, it is 512MB board, version 1.4, with SPI Flash chip underneath.

First thing I do is to format the SD card using SD Formatter, then writing the h3droid-installer.img with Etcher. After writing Etcher validates the written on the card without problem. When I insert the SD card in OPi Zero and power it up the green indicator turns on after ~5 seconds and stays on constantly. I tried another OS (Ubuntu Core) and it behaves the same, only green LED, doesn't boot at all. This makes me think the problem is firstly in the SD card if not in burning process.
Although, if you think the missing sed error could be fixed, I will be glad to try.

in h3droid led behavior is changed (green == power on, red == sdcard activity). for some boards led configs is additionally only correct after setting fex. also, you shouldn't see anything on screen because cvbs is only enabled after h3ii finishes and reboots into first boot h3resc. it takes ~5-10 minutes, so unless something hung or crashed, you should see some red blinking and then after that time, h3resc where you have to set proper uboot, fex and display mode. do you own uart cable? it could help to debug what's going on

Yes, I have UART to USB converter, here is the data log: https://pastebin.com/hPCDsE1V The results are the same when powering from PC's USB port, 2.4A labeled powerbank and 2.1A 5V adapter ("Failed to set core voltage!").
When powering up, the OPi's USB port is empty, no device is plugged ("1 USB Device(s) found").

you can ignore arisc errors, they come from the bad fex compromise needed for universal installer that get fixed on first h3resc boot. otherwise looks like a h3droid bug, although i'm not sure why it triggers on your board. hmm. i could suggest you to join our irc channel so i can give you testing image access (see https://h3droid.com/chat-with-us for details)

Success: H3Droid is up & running on my OPi Zero. Update: My USB-to-TTL converter's TX pin was stuck at HIGH (constantly transmiting dummy symbols) and this was the reason for "[   28.000011] BUG: soft lockup - CPU#0 stuck for 23s! [swapper/0:0]", it happened also with another OS. When I disconnect TX pin from the converter everything is fine and H3resc loads. I had to use Arduino as TTL converter to send data, but it did the job
Also the writing program really matters, Etcher does not work in my case, Win32DiscImager was the solution.

Orange Pi plus2e board installed h3droid. but too late boot. for about 2 minutes, is this normal?  is there anything to do with boot options?

first time is always longer as system rescans new packages and sets up some thing. next should be faster. also, you should consider to just leave the board running all the time, in idle it uses ~1-2W of power, which is really almost nothing compared to your other devices
