On Windows use disk image writing software such as Rufus or Etcher. For Rufus, you need to unpack the archive.
On Linux:

1. # gunzip -c Archlinux_minimal_06022022.img.gz | dd of=/dev/sdX bs=8096

To initialize the pacman keyring run:

1. # pacman-key --init
