This document states ARMBIAN is limited to 1.3GHz for reasons that keep the board stable. Can armbian-config change that setting for over clocking? If so, can this be used for platforms with cooling systems installed for stability: in theory?

No, not supported. You have to alter DVFS table, fiddle with the code.

Yes, but with little gain. I didn't experiment in that direction.
