OrangePi 2g-iot not booting

Hi there,

using Ubuntu image downloaded from the OrangePi website on a 4GB SD card.

I have a problem where my OrangePi 2g-iot not booting after initial configuration.
I boot over serial, configure the wifi interface using wpa_cli, run dhclient then sudo apt-get update.
then install openssh-server and make sure that service is running.  Then add a new user.

I then SSH into the OrangePi from my computer, using the new user credentials.

then I do a shutdown now command.

When the OrangePi reboots it hangs at various point in the boot sequence.
