for me it just froze on the startup like android ,it keeps restarting every minute or 2

You have OrangePI PC board? This image configured only for OpiPC

moreover, the normal first time loading openELEC include once rebooting

PS
If you have ttl converter you can collect boot log, and post it here (three pins(tx, rx, gnd) near hdmi port)

Now i debug my simple windows tool to tweak openelec images for OrangePi boards(example for swiching hdmi->tv output). I suppose - it will be useful for common users(non programmers or admins, or advanced linux users)

Sounds like power supply or SD card issue. Please try with different power supply and card.

might be cuz there is only the fex file not the bin?in the boot partition

No, this is new layout. Actual filename doesn't matter as long as correct instructions are inside boot.scr. If you are unsure, just write correct clean image, not update.
